In 2010 the Ombudsman again puts issues related to ensuring and protecting children’s rights into the focus of attention, and this priority topic is the role of the family in ensuring children’s rights: the right of children to be brought up in the family and the role of the state in promoting it (assistance), as well

as the operation of the system of state provisions substituting family and the issue of adoption in this context. The Constitution is the starting point for the foundation of the topic of the project as according to basic law every child has the right to protection and care by the family, the state and the society which is necessary to the proper physical, intellectual and moral development, and the parents are entitled to make their choice of education to be accorded to their children, and state tasks related to the situation and protection of youth are contained in separate rules.
